Introduction
Innovation is to "establish a new function of production", that is, "the recombination of essential factors of production" (Joseph Alois Schumpeter). Innovative development is the collective expression of the development concept, drive, ways, modalities, forms and abilities with "innovation at its core". Regional innovative development or the formation of innovative regions is the most concentrated embodiment of such innovative development, and regional innovation policies, culture and environment are the important conditions to achieve innovative development.
The founding members of China Innovation Development Research Institute (CID) in its earlier years studied in-depth Silicon Valley, regional innovation development along US Route 128, and the growth of many innovative industries in the United States. Also in their studies are the mechanisms of formation of regional innovation supported by the European Capability Network as represented by Germany, and the UK Creative Capital model. In their studies were real-time insights and experiences amassed from Suzhou Industrial Park, Beijing Zhongguancun, Shenzhen Nanshan, Taiwan Hsinchu, Hong Kong Science and Technology Park, and the later developed regions such as India Bangalore, with particular attentions paid to the roles played by governments and regional innovation policies in realization of these successful regional innovation and development practices.
CID emphasizes on the application of the latest global innovation theories and methodologies to study the implementation of innovation driven development strategy in Mainland China, as well as the relevant development changes since the "Innovation and Development" was listed as the first of the five development concepts in China. CID keeps track and studies the multi-level and diversified regional innovation practices and the formation of regional innovation policy system. With the on-going 14th Five-Year Plan, CID continues to carry out research and studies on regional innovation and policies, building an effective cross-border cooperation platform to provide two-way consultation services to government agencies, research institutions, industrial parks, large corporations, non-governmental organizations, scholars and experts, investors both local and overseas, intellectual property owners and high-level professional talents.
